共同构建海洋命运共同体,增进全人类共同利益

中国常驻国际海底管理局代表田琦大使在72周年国庆之际发表署名文章介绍中国参与国际海底事务情况

       今年是中华人民共和国成立72周年,也是中国加入《联合国海洋法公约》并成为国际海底管理局成员25周年。25年来,中国作为国际海底事业的见证者、参与者和贡献者,始终深入参与国际海底事务,积极贡献中国力量和智慧,大力支持其他发展中国家加强能力建设,积极参与国际海底事务,为共同构建海洋命运共同体,增进全人类共同利益作出积极贡献。  

  在过去的一年里,全球范围内严峻新冠肺炎疫情,给国际海底事业的发展带来了前所未有的困难和挑战。中国同海管局及各成员一道克服疫情消极影响,以灵活、务实的方式加强合作,共同抗击新冠肺炎疫情,高质量共建“一带一路”,推进国际海底事务向前发展。2020年11月,在中国青岛成立首个由海管局和成员国共建的中国-国际海底管理局联合培训和研究中心202012月,海管局、中国大洋协会和香港科技大学联合举办“区域内海洋科学研究”网络研讨会,提升对印度洋中脊生态系统的生物多样性认知。今年2月,中国连任海管局理事会A组成员,今年7月,中方积极向海管局提交开发规章草案有关标准和指南草案的评论意见,今年8月,中国政府再次向海管局自愿信托基金和捐赠基金分别捐款2万美元。  

  中国保持并加强与海管局的密切联系抗疫合作。海管局秘书长迈克·洛奇祝贺中国共产党成立100周年,高度评价中国在应对全球问题以及推动国际海底事业发展上发挥的重要作用。田琦大使多次与迈克·洛奇秘书长视频通话,宣介中国抗疫防疫的经验和加强疫苗国际合作举措,对秘书长和秘书处工作人员表示关心和慰问,对他们克服疫情消极影响,持续履职尽责,保障国际海底事务有序开展表示高度赞赏。  

  牙买加作为海管局东道国,二十多年来持续为海管局秘书处和各国代表团共商深海大计提供了热忱服务和全面保障。作为发展中国家的一员,中国真心支持其他发展中国家积极参与国际海底事务。中牙双方都坚定维护以联合国为核心的国际体系和以国际法为基础的国际秩序,牙买加也是加勒比地区第一个与中国签署共同建设“一带一路”合作规划的国家,双方在多双边领域具有良好合作基础。中方愿本着“共商、共建、共享”原则,继续推动高质量共建“一带一路”,在国际海底领域推进海洋科学人才培养、海底矿产资源勘探开发能力建设等领域务实合作,构建中牙蓝色伙伴关系。  

  当前,国际海底事务正处于从深海勘探向深海开发过渡的重要历史时期,国际海底事业大有可为。中方倡导的“人类命运共同体”、“海洋命运共同体”理念与海管局所遵循的“人类共同继承财产原则”高度契合。中国愿与海管局和各成员一道,本着“共商共建共享”原则,共同抗击新冠肺炎疫情,高质量共建“一带一路”,推进国际海底事务向前发展,共同构建海洋命运共同体,为增进全人类的共同利益和共同福祉作出应有贡献。

  Building a maritime community with a shared future , enhancing the common interests of mankind as a whole  

  H.E. TIAN Qi, Permanent Representative of the Peoples Republic of China to the International Seabed Authority, published a signed article about the participation of China in the international seabed affairs and development the Belt and Road Initiative with high quality by China and the ISA on the occasion of the 72nd Anniversary of the founding of the People’s Republic of China  

     

  This year marks the 72nd anniversary of the founding of the People’s Republic of China, and also the 25th anniversary of China’s accession to the United Nations Convention on the Law of the Sea and its membership in the International Seabed Authority (ISA). Over the past 25 years, China, as a witness, participant and contributor to the international seabed affairs, has always been deeply involved in the relevant affairs, actively contributed Chinese power and wisdom, strongly supported other developing countries in strengthening capacity-building and participating in international seabed affairs, made positive contributions to jointly building a maritime community with a shared future and promoting the common interests of mankind as a whole.  

     

  In the past year, the severe COVID-19 pandemic has posed unprecedented difficulties and challenges to the development of the international seabed affairs. China has worked with the ISA and its members to overcome the negative impact of the pandemic and to strengthen cooperation in a flexible and pragmatic manner to combat the virus, develop the Belt and Road Initiative with high quality and boost international seabed affairs. In November 2020, ISA-China joint Training and Research Centre, the first jointly organized by the ISA and member States, was established in Qingdao, China. In December 2020, the ISA, China Ocean Mineral Resources Research and Development Association(COMRA) and the Hong Kong University of Science and Technology (HKUST) jointly organized a virtual workshop on Marine Scientific Research in the Area, which identify ways to establish a collaborative platform to improve the knowledge of biodiversity in mid-ocean ridge ecosystems, in particular in the Indian Ocean. In February 2021, China was re-elected to the Council of the ISA as a member of Group A. In July 2021, China actively submitted comments to the ISA on the draft standards and guidelines for the draft exploitation regulations, and in August 2021, the Chinese government again made a donation of US$20,000 each to the Voluntary Trust Fund and Endowment Fund of ISA.   

     

  China maintains and strengthens its close ties and anti-pandemic cooperation with the ISA. The Secretary-General of the ISA, H.E. Michael W. Lodge, congratulated China on the 100th anniversary of the founding of the Communist Party of China and spoke highly of the important role played by China in addressing global issues and advancing the development of the international seabed affairs. Ambassador TIAN Qi held several video meetings with the Secretary-General Mr.Lodge, introducing Chinas successful prevention and control experience and measures, expressing concern and solicitude to the Secretary-General and all the staff of the Secretariat, highly appreciating them for overcoming the negative impact of the pandemic and continuing fulfilling their duties to make steady progress in international seabed affairs.  

     

  Jamaica, as the host country of the ISA, has for more than two decades continued to provide dedicated services and comprehensive safeguards to the Secretariat and and national delegations for joint consultation on the deep sea. As a member of the developing countries, China sincerely supports the active participation of other developing countries in international seabed affairs. Since both China and Jamaica firmly uphold the UN-centered international system and the international order underpinned by international law, and Jamaica is the first country in the Caribbean region to sign a cooperation plan with China for the joint construction of the Belt and Road, China and Jamaica have a sound basis for cooperation. China is willing to continue to develop the Belt and Road Initiative with high quality, following the principle of consultation and collaboration for shared benefits, and to promote practical cooperation in the international seabed affairs, such as training of marine scientific personnel and building capacity for exploration and development of seabed mineral resources, so as to build the China-Jamaica Blue Partnership.   

     

  At present, international seabed affairs are in an important historical period of transition from deep-sea exploration to exploitation, bringing with it great promise for international seabed development. The vision of a community with a shared future for mankind and a maritime community with a shared future that China advocates closely dovetails with the principle of the common heritage of mankind followed by ISA.  China is willing to work with the ISA and all of its members, in keeping with principle of extensive consultation, joint contribution and shared benefits, to combat the pandemic, develop the Belt and Road Initiative with high quality, advance the development of international seabed affairs, build a maritime community with a shared future, and make greater contributions to enhancing the common interests and well-being of mankind as a whole.
