Amb. Chen Daojiang, Head of China's Delegation and China's Permanent Representative to the International Seabed Authority (ISA), Attended
the 30th Session of the ISA Council, Part I

The 30thSession of the ISA Council, Part I, was held from March 17 through 28, 2025, in Kingston, the capital city of Jamaica. Chinas Ministry of Foreign Affairs, Ministry of Natural Resources, Permanent Mission to the ISA, China Ocean Mineral Resources R&D Association, Minmetals, and Beijing Pioneer Hi-Tech Development Corporation dispatched personnel to the delegation. Amb. Chen Daojiang, head of Chinas delegation and Permanent Representative to the ISA, led the delegation.

Chen stated that developing regulations for exploitation is an important duty of the ISA Council mandated by the UNCLOS. As we are at a crucial point of developing exploitation regulations, all parties should enhance political will, manage differences properly, build consensus, establish clear legal normsand robust institutions, promote exploitation and environmental protection to boost each others development, and truly practice the principle of the common heritage of mankind.

Amb. Chen stressed that China takes a responsible approach to participating in the negotiation of the regulations, and will adhere to multilateralism as we did in the past, advance publication of the regulations for exploitation, and safeguard the common wellbeing of the international society.
