The 29th Session of the ISA Council and Assembly, Part II, was held from July 15 through August 2, 2024, in Kingston, the capital city of Jamaica. China’s Ministry of Foreign Affairs, Ministry of Natural Resources, Permanent Mission to the ISA, China Ocean Mineral Resources R&D Association, Minmetals, and Beijing Pioneer Hi-Tech Development Corporation dispatched personnel to the delegation. Amb. Chen Daojiang, head of China’s delegation, Permanent Representative to the ISA, led the delegation.
Amb. Chen expressed that the conclusion of exploitation regulations will provide solid institutions and rules for orderly exploitation of the deep sea. It is a choice that must be made to ensure sustainable deep sea exploitation and effective environmental protection.
Amb. Chen stressed that developing exploitation regulations is a duty mandated by UNCLOS to all parties. At present, the negotiations on the draft regulations have made positive progress. China supports methods conducive to developing exploitation regulations, and would like to work with all parties to play a constructive role in the timely conclusion of the regulations
