
On September 30, 2025, Amb. Wang Jinfeng, China’s Permanent Representative to the ISA, presented credentials to Leticia Carvalho, Secretary-General of the ISA, at the headquarters of the ISA in Kingston, Jamaica.
Amb. Wang said that the Chinese Government attaches great importance to international seabed affairs, and will always support the work of the ISA. China will maintain close contact and coordination with the ISA Secretariat, promote practical cooperation in the international seabed affairs, and actively engage in the development of the deep sea exploitation regulations. Amb. Wang introduced the Global Governance Initiative (GGI) proposed by President Xi Jinping, and said that China would like to work with the ISA to implement the GGI in order to build a fairer and more reasonable international seabed governance system.

Secretary-General Carvalho welcomed Amb. Wang and expressed appreciation for China’s long-term strong support to the work of the ISA. Carvalho spoke positively of the GGI, and said that the ISA would like to deepen practical cooperation with China, advance the development of the mining code, and contribute to greater progress of the international seabed cause.
